My guess is that it was written by the SID. Then again, when you see a politician issue a statement or make a speech, you don't really think he came up with that himself do you?

He may have written it but I would say it was proofread and words could have been added or changed. Hell, I can't even write that good with all the correct punctuation! He may have wrote something similar or he may have had someone write it for him.
